SYSTEM FOR TERRITORIAL MANAGEMENT OF THE FRONTIER REGION
FOR AGRICULTURAL DEFENSE

Overview: WebGIS applications have drawn attention lately as tools to support decisions about urban and environmental problems. Geographic information systems (GIS) treat geographic information using techniques which enable complex analyses as they integrate different georeferred databases, thus enabling the analysis and synthesis of natural and anthropic phenomena or processes. In cattle raising, satellite images are employed to monitor and quantify the forage available in extensive pasture areas. GISs can be concurrently used as tools to model the distribution and dispersion of beef cattle diseases after the spatial-temporal focus of the diseases, such as foot-and-mouth disease, are identified. Although vaccination is an effective control measure for foot-and-mouth disease, mechanisms to control the origin of the animals should also be considered when fighting its propagation. Therefore, a precise and up-to-date knowledge of the spatial distribution of formal and informal roads, commerce routes, urban infrastructure, forest remnants, the location of pasture areas and agricultural crops is essential for the deployment of public policies and preventive, corrective or monitoring actions of sanitary/health concern. This project updates the Territorial Information System for the Frontier Region (SIT-Aftosa), a work developed by Embrapa Satellite Monitoring together with the Secretariat for Agricultural Defense (SDA) in 2006. The system makes detailed spatial information about the Brazilian frontier region, located among Acre, Rondônia, Mato Grosso and Mato Grosso do Sul states and countries like Peru, Bolivia and Paraguay, available.

Objectives: To support planning and monitoring initiatives and actions to control and fight animal and vegetable diseases with the aim of eradicating them especially by supplying detailed information for the elaboration of preventive measures against foot-and-mouth disease.

Expected results: The expressive result expected is the update, broadcast and deployment of the System for Territorial Management of the Frontier Region for Agricultural Defense by enhancing the developed WebGIS, which presents a graphic interface capable of integrating, manipulating, analyzing, visualizing and making geographic information dynamically and interactively available on the internet. The method used enabled updating the satellite images available at SIT-Aftosa's WebGIS, and the production of nitid mosaics, thus contributing to a spatial-temporal analysis of land use and land cover. Data from the system of animal health defense administered by different levels of the epidemiologic information and surveillance structure of state veterinary services and specific units of the Ministry of Agriculture, Livestock and Food Supply (MAPA) were incorporated. SIT-Aftosa intends to allow the user to visualize the spatial-temporal dynamics of land use and land cover at the frontier region according to security criteria and hierarchy, and to have access to the whole image database in several scales and to vector and numeric data.
