Over the last years, the Macro Ecological-Economic Zoning (MacroZEE) has been proposed by the Brazilian government as the instrument of choice to support planning decisions for the development and use of the national territory on sustainable bases, and became a program within the Brazilian federal government's pluriannual plan (PPA), the 'ZEE Brasil' Program, managed by the Brazilian Ministry of Environment and with its execution decentralized to several federal and state agencies.
The government of the state of Maranhão, by means of its Planning and Budgeting Secretariat (Seplan), signed a contract with Embrapa for research services in the elaboration of the Macro Ecological-Economic Zoning of the State of Maranhão (MacroZEE-MA). Embrapa Satellite Monitoring coordinates the works, which are to be concluded in the beginning of 2014, when the state of Maranhão will have its MacroZEE in agreement with legal criteria and method policies established by ZEE Brasil. A series of digital numeric and cartographic data has been gathered by Embrapa Satellite Monitoring and by other institutions and processed in order to build a basis for the MacroZEE.
In operational terms, the MacroZEE-MA follows the directions and procedures defined by ZEE Brasil's method policies, and is performed in four phases: Project planning, Diagnostic, Prognostic, and groundwork for implementation. Each of these phases have well-defined connections of activities, tasks and products, in order to enable the establishment of a routine of enhancement and of feedback.
The MacroZEE of the state of Maranhão also counts with the contributions of Embrapa Cocais, Embrapa Amazônia Oriental and Maranhão State University (UEMA), and is supported by Maranhão's state secretariats, planning institutions, civil organizations, and public and private companies.
